I remember those being sold by SIR in Winnipeg. Made in Germany by Herbert Schmidt?
They were sold as non-restricted. Don't know why that would have changed.

This firearm was sold in the mid-late 1980's as a Revolver-Carbine "Canada Scout".

Features include: fixed front sight and a windage adjustable rear sight; round, rifled barrel with a full length solid top rib; solid top receiver/frame with a left side swing-out fluted cylinder; cylinder release is mounted on the left side of the receiver/frame; exposed spur hammer; double/single action trigger mechanism; hardwood butt stock is attached to the grip frame by two screws; blued finish.

Overall length with a 501 mm (19 3/4") barrel is 953 mm (37 1/2").
 
The screws which attached the stock to the grip were socket head, and had the hex drilled out, so the stock was not readily removable.
I suppose the SFSS decided that the frame was a handgun frame, therefore the thing is restricted.

The OP asked about value. Well, if it is a handgun and isn't registered, it cannot be registered. If it is registered as a handgun it is not transferrable, therefore not saleable and has no value.
