Removing Arisaka Type 38 dust cover

I've just got a Type 38 Arisaka with dust cover, but in order to remove the bolt the dust cover needs to come off. Is there an easy way of taking it off without damaging either the cover or the grooves in the receiver that it fits in so that it can be put back on?

What's stopping removal of the bolt exactly? Cover normally slides of with it and does not need to be removed separately. Is the cover seated properly in it's grooves? Is it binding?

Once owned one of those, and once the bolt was removed, it was a simple matter to wiggle the cover off.

Problem solved. The bolt release lever was very stiff but once I got it out, the dust cover came with it and then it just swivels off the bolt.
