I recently picked up a winnie pre 64 the bluing is deep and rich, gun looks new however the previos owner must have put it away when it was damp because there are about 6-8 small spots of rust on the tube whats the best way to remove this without causing any damage to the bluing??? any and all advice is appreciated tks in advance

Elbow grease and oil and rag. Depends how deep it has pitted. this will get rid of surface rust but not deep pits.
If you want to get rid of the rust you will have to sand down and re blue.
Pics would maybe help. You can reblue pretty easy, and cheap yourself at home.

Some pre 64 are worth a fortune and an amateur should never try to fix any blemish, rust or defect on them as it might lose its value.

Removing rust with oil and 0000 steel wool will not affect the value a bit, other than to maybe increase it. Very few pre 64's are "worth a fortune" even old ones despite what some on the EE might have you think. In the 1894 more than 2,000,000 were made pre 64, the vast majority were plain jane carbines, not especially valuable. Except as woods rifles, in that case they are priceless.
