excellent question, I don't have those answers for you, but I imagine you'll get them shortly by a veteran CGN member, and I will be watching because I too have a renewal almost due.

I sent mine in for renewal last year about 9 months early.Had no problems got it back real quick and free

If they are adding a fee I'm going to renew mine a few years early...hmmm...I wonder what they would do?

I just sent in my renewal last week. I was sent a notification that I was expiring yadayada, DO NOT ENCLOSE FEE in bold print.
Basically, both apply. No fee if you've had a PAL before is what it boils down to.

Also, just a guess, but the fee waiver will probably be extended past May, just like the amnesty keeps getting extended.
