What is the best source for replacement rifle stocks? I am looking for something target/varmint for a weatherby vanguard .223. even if its unfinished laminated, even non- bedded composite. Just something stronger than flimsy injection molded plastic.

The trick is to get them up from the States, which means keeping them under $100. I got a Boyds JRS laminate, fully finished on their last weekend sale for $99.99. It's getting married to a $500 welfare grade Vanguard right now. There's some irony in the cheap gun getting a new stock, while the Mark V gets a new barrel, but I digress.
Some of the unfinished stocks are under $100 all the time.

Howa 1500 .204 Ruger in a Boyd's thumbhole pepper laminated that I pillar bedded and painted. Check Boyd's they have specials (right now they're $99) from time to time, or you can get a virtual inlet which you have to fit and finish yourself (that's what I did).

Check out Richard's micro Fit Stocks @ http://rifle-stocks.com/

From their web site under International Orders:
"There are no special requirements for us to ship a rifle stock to any location in the world. A wooden rifle stock is simply referred to as "Wooden Sporting Goods" on all customs forms, and there are usually no restrictions on the importation of this product in most parts of the world because it is not considered a gun part."

Nice paint job, that's a sweet gun right there.

If you get one from richard's be prepared to wait 3 months and they are pretty rough, they take a lot of work. The good news is they don't have the 100$ rule because they ship it as wooden sporting goods.

The problem isn't importing it at this end, it's the various interpetations of their own law at their end.
