I read of one trick to "Spot anneal" recievers for drilling holes in Brownell's "Gunsmith Kinks II" (Pg. 285-286): Match the contour of the reciever on a 1/2" bolt head, clamp the bolt where you want to anneal, and strike a arc on the bolt (The writer used a AC welder, but I bet a acetylene torch can work here too). stop when the threads are bright red, then let the bolt cool down to room temperature before removing. Viola!
