Ridiculously low serial number on milsurp

I recently bought a Browning M1907 pistol frame in hopes that I can get a restricted pistol in my name incase a ban happens. If grandfathering happens, then good, I can keep buying them. If an outright ban happens, then I won't feel too bad handing in a 5$ piece of metal.

Anyway, its in alright condition with some cracks in it, but the serial number is 1x !!! Can anyone provide me with an accurate year of manufacture for it?
