CZ 527 has a long lop and low comb, cutting down the stock and adding a cheek riser might be in order

There is a youth version. But the chance of finding one not used is real low. Youth varieties may just be the way he should go though, as his wife is rather small.
 
I don’t have a .243 for her to try, she didn’t like my .303brit or 6.5x55 and doesn’t want another rimfire(even tho I do and can never have enough)

Something like 38-55 or 7.62x39.
243 comes in a very light format, so in the end...at least in my experience, the recoil isn't all that different from the bigger calibers.
 
If you want to do a CZ rifle again to keep with the brand try a CZ 527 carbine in 762x39. Depending on model it can be 5.95lbs -7 lbs. It's a mini Mauser action and works perfectly for smaller shooters who need a lighter and smaller rifle. They are discontinued in 2021 but you can still find them in some stores, or here on the Equipment exchange. I've shot one of these and they are super fun guns.

This is a very good suggestion for deer sized game as well as plinking with surplus ammo. I have one here. It has been very accurate thus far and fun to shoot. I like it.

The one downside is that spare mags are a bit of a challenge here in Canada. I located 4 recently so will have a couple spares and another couple spare spares. They might be the last ones out there in this country.

If I'm going to buy a gun for my wife or kids I would take them to a gun shop and let them shoulder every youth model they have in stock. They are individuals and have their preferences. Let them decide what model fits them best. As for caliber? 25/06, 7mm-08, 270 or 308. If the recoil is too bad pick up some low recoil rounds.

My wife shoots a savage axis compact in 7mm-08 and likes it. my 12 year old son shoots a weatherby youth 308 and we are working up loads so he can shoot a deer this fall. As of now he is shooting 110 gr varmagedon loaded to 2500 fps for practice.
 
I just bought a Model 700 Youth (should be at the post office this afternoon) to try a compact rifle, but I also got a Sig Cross which is ridiculously adjustable and light. My 14-year-old son will likely shoot both (5'2", hopefully he grows a bit more!) but I'll probably start my 9-year-old daughter on the Remington since it's heavier and in a lighter kicking cartridge (.243 vs 6.5 CM).
