Rifle skins affect barrel?

I'm having a disagreement and want to ask those of you here with the (far) more experience in PR that I do:

Would putting a skin on your rifle barrel affect it's accuracy? How about it's harmonics and/or repeatability? It just seems to me that something like this on a barrel would throw it off.

Not if it doesn't move.

You could argue it would be different than no skins but once it's applied it won't change.

To a small extent I would say yes. Would you notice? Maybe, maybe not?

If you blow it out of proportion and say the skin was 1" think it would easily be enough to throw you off your node.
