I only reload rifle and shotgun (so far) but pistols are never far out of mind. Do you use a different powder measure for pistol versus rifle? The loads are about 1/10 the size from what I can gather.
 
check on the range of your currend powder measure first, it may go low enough.
If not you can buy metering inserts for various brands of powder drops and swap them out easily
keep an eye out for powder drop sales and you may be able to pick one up cheap also
 
The (rifle) powder metering chamber on my Redding #3 goes from zero to 100gr, whereas the pistol powder metering chamber goes to 10gr. Which agrees with your assessment of the relative load weights.
When I get around to reloading for 9mm, I'll be getting a pistol metering chamber.

The only reason I use different measures for rifle and pistol is because I load progressively for pistol, but single stage (turret) for rifle.
 
It depends on the measure. A standard Dillon charge bar is intended to work from about 3-20 grains of powder and the large charge bar is for 20-50 grains. For charges less than 3 grains or greater than 50 grains, the extra small or magnum charge bars are used, respectively.
