rigidity/ action /bar? engineer?

Ok i am too dumb to figure this out, Can anyone tell me approx. what size square bar steel would have the same rigidity of a piece of round tubing simular in size to a remington or savage action that is about 1.300" with about a .165 wall . ???
 
Do you mean torsional rigidity, stiffness in bending, resistance to shear, etc.?

Stiffness in bending - the property is moment of inertia

circle = Pi X d**4/64

square = width**4/12

You'll have to correct for the cutout by subtracting - large circle inertia minus small circle, etc. (You make no mention of squate bar cutout....)
