What kind of money are you thinking of spending? Burris Signature Zee rings with inserts are certainly a very good choice. Those rings (not including inserts) are about $60. A DIP rail will cost about $42 USD plus shipping from south of the border.
The CZ 452 American .22LR has 3/8" dovetail grooves. BKL rings are very good. The Warne rings referred to above are good too, although the high rings may not be enough to clear what is often a large ocular bell on Nikon scopes (44mm OD on the 3-9). Other choices include the Burris Signature Rimfire rings (no rail needed as they attach to the dovetails), Leupold, and Talley rings for the dovetail grooves. If you are on a really tight budget, UTG Accushot 2-piece rings from Amazon.ca can be had for about $20, and they are solid as they are designed for spring piston air rifles, which have much more recoil than a rimfire rifle.
