Rings/mounts advice

Hey everyone;

Recently picked up a Ruger precision rimfire in 22lr, and smacked a Bushnell 6-24x40 on it. The scope is a gem; I'm happy with it.

The problem is the mounting system. ( I think )

The RPR comes with a 30moa rail on top to begin with, and as it stands currently the offset on my optic is not enough to handle it the horizontal offset has to be set to the max to get it anywhere near on point, and the vertical one almost half of its offset has to be used as well; as well as the front objective lens barely clearing the handguard ( if I put the lens cover on I have to squeeze it in there.

I've also noticed the cheap Chinese rings on it don't fit perfectly with the 30moa pitcanny rail as well, and the screws tend to come loose on it.

Not good for accuracy, not at all. Nice branded scope, nice branded rifle...cheapo Chinese rings..what could go wrong?

Either way the rifle and scope combo shoots accurately, but never on the crosshairs, the offset is way too much for the dials to take.

So before I start blaming myself ( last resort ) I'm in the market for scope rings; not too expensive but good value for money if possible, a high mount is preferred, and supports being mounted on a pitcanny rail.

Any suggestions?

I mainly bench shoot at 50-100m at paper, and small game hunt, I'm more then happy with the scope.

Edit:
this is the specific scope model:

More Edit:
It seems the problems stem from the 30moa rail that comes preinstalled on the rifle. the cheapo chinese rings I have currently would already be considered as "high" rings after a bit of googling, and the scope barely clears the handguard. The rifle rail and the rifle handgurad are at the same height...I seem to be finding a cantilever that has the front angled down if that's possible as the solution
