Rings/scope question

Just picked up a set on 1" Burris med rings and a Nikon pro staff 3-9x40 scope. After I mount the rings and saddle the scope in to check eye relief before tightening it down the scope sits 1-2 mm from touching the bottom of the rings. So the sides are pinching the tube so it doesn't sit flush. Is that normal?
 
Are they the standard Burris rings where there's a dovetailed front ring, and an adjustable windage rear ring? If so, it kind'a sounds like the rings are not in alignment. Move the rear ring left or right, and/or, twist the front ring a little more or less until they are in alignment. You can buy 1" metal bars that are used for aligning scope rings. Check the internet for them.
 
To answer your question, NO that is not normal.
Try doing what Scanner said - I use a 1" dowel and it works ok.
Are you sure the scope is 1" tube and not 30mm?
Something is wrong for sure.
