Rossi Circuit Judge LEVER Action ..410 / 45!!!

Would this be restricted like the regular Ciruit Judge carbine or would the lever make it non-restricted? You could not operate this with one hand.

The issue is not operating with one hand, the issue is that it uses the same frame as the revolver handgun. In Canada, the frame is the firearm. Handgun frame+long barrel+buttstock=handgun with long barrel and buttstock.

I'm not sure if an argument could be made that the lever action constitutes a new and/or unique non-hangun.

This would have to have a different frame than the double action revolver, no way they fitted all the lever action parts into the same frame.
