Rossi R92 midwest industries mlok handguard

I bought a new rossi r92 triple black and bought the midwest industries mlok handguard. I followed the instructions for installation and torqued it to spec. First time i had it out after a couple shots the handguard started to creep up the barrel. I've taken this thing apart and put it back together countless times and tightened the set screws to different torques each time. This last time i tightened them way passed spec. The handguard still will not stay in place. Anybody have any ideas what can be done to fix this ?

I used shims cut from pop cans. Wedged it all tight with the shims. Lock tight blue on the screws. Let it set up .
