RRA Operator Carbine Stock

My wife picked up one of these for her AR years ago. But she doesn't use it much. It came as a kit with it's own buffer tube.

I have since discovered that it is neither mil-spec or commercial, but seemingly 'RRA-spec'. It won't fit a standard mil-spec tube or a standard commercial tube. Basically the key section on the RRA tube is ~.453" and that allows the stock to go on). The inside diameter of the stock is seemingly commercial.

Anyone ever run into this before?
