So I got all my stuff to load rubber buck shot.
I am using 3 rubber balls ( that what will fit in a 2&3/4" hull ) total weight of the balls is 83.0 grns.
18.0 grns. 700X powder
obturator gas seal & over shot card then roll crimp
I tried using cream of wheat as a buffer but the velocity was way to much up to 1500 FPS I want somewhere around 900
so without the c of w I am getting between 799 and 903 is that to much of a spread in velocity? Can I do anything to get less of a spread or is this about what I should expect? The most important thing is they cannot penetrate bear hide.
Factory ammo like this is about ( by the time I get it here) 10.00 a round this I can load it for about less than a dollar.

Where did you get the load data?
19 grns of 700x is used in some 1oz and some 1 1/8 oz loads. You are running less than 0.2 oz load. The powder won't burn properly without the back pressure of a heavier payload which you are seeing with inconsistent FPS readings. I bet they are extremely messy and un-burnt powder everywhere.
Sorry I don't have a clear way forward for you except to maybe reduce the charge maybe 10% and use the buffered load. Also maybe try a faster powder than 700x, there are not many thou.

Thanks SG 700x is what I have so far. I got the data from the old IMR handloader's guide. They are somewhat messy not to bad not a lot of unburnt powder. The c of w load was total weight about 100 grns. more but lots faster. I hung up my wife's saddle blanket and 2 layers of cardboard and shot at 15 ft. croney at 6 ft. from muzzle. 3 rubber balls blew right through wife is going to be pissed. I am just looking for a load that will work from 10 ft. to 50 feet that won't put holes in hides. So the payload must be very light. I have a few thousand of the balls and factory ammo is really to much money.
