Ruger 10/22 Bullpup

I just recently tried to purchase this Muzzlelite bullpup stock for my 10/22 from the US, but I was told it was illegale to send to Canada. I checked quite a few other web sites selling this stock and they said right on the web site "no sending to Canada". Can anyone shed some light on why it's not legal here?

In Canada, bullpup rifles are legal...but bullpup stocks are not. Confusing eh? In a nutshell, if the rifle cannot function while not in the stock (ie: Stock is an intgral part of the firearm) you are OK....but if the gun can fire without the stock in place (like the 10/22) the stock is a no-no.
 
Everytime time so ones asks about bullpups in Canada a kitten dies. Everytime I read about it my head hurts. Upon explaining it to a Vulcan I am sure his head would explode trying to fathom the logic.
 
for what its worth I had bought one of these stocks years and years ago from Milarm for my 10/22 and quickly returned it. There is a plastic trigger with very long arms on it which goes back and activates the 10/22 trigger, but the plastic trigger had so much flex and sponginess to it that it was horrible to shoot.
