I have the Ruger Competition. Never tried the CZ. The Competition shoots CCI SV as well as my T1X. 10 round groups at 100yds vary between 7/8” and 2 1/8”. Usually around 1 5/8”. Don’t buy a basic 10/22 and then change all the parts over a year or 2, ending up with a bunch of left over junk parts no one wants. Assemble all the pieces of a custom build and then put together, or buy the Competition and shoot it. A gun assembled with the same quality of parts as the Competition costs about the same, but it’s really hard to find parts in stock right now. The BX trigger in the Competition is better than normal, but not good. The laminated stock is not idea for PRS stuff, but fine for hunting. I bought it because it fits in the stock class in X-22 CRPS. Adding a good trigger, chassis, and aftermarket barrel double the cost to around $2500 all in. Going stock or a build from the beginning is the way to go. $1250 or $2500 is the decision to make.
