Start with a basic 10/22, add a match barrel speced to work well at LR.

Why not get a Dlask or a Grey Birch built? I’ve had good experiences with Dlask. They make an excellent product right here in Canada.
I wouldn’t recommend starting with a Ruger. The receivers are junk especially considering the price of a 10/22 these days. By the time you purchase a new barrel, new stock, new trigger, you could have just got a new Dlask. Dlask and Grey Birch both have lightweight barrel options which I highly recommend regardless of the intended use. Having a lightweight barrel really makes the rifle more convenient and pleasant to shoot offhand.

I have the Ruger Competition. Never tried the CZ. The Competition shoots CCI SV as well as my T1X. 10 round groups at 100yds vary between 7/8” and 2 1/8”. Usually around 1 5/8”. Don’t buy a basic 10/22 and then change all the parts over a year or 2, ending up with a bunch of left over junk parts no one wants. Assemble all the pieces of a custom build and then put together, or buy the Competition and shoot it. A gun assembled with the same quality of parts as the Competition costs about the same, but it’s really hard to find parts in stock right now. The BX trigger in the Competition is better than normal, but not good. The laminated stock is not idea for PRS stuff, but fine for hunting. I bought it because it fits in the stock class in X-22 CRPS. Adding a good trigger, chassis, and aftermarket barrel double the cost to around $2500 all in. Going stock or a build from the beginning is the way to go. $1250 or $2500 is the decision to make.
A lot depends on the primary application. For hiking with it all day hunting, lightweight everything, carbon fiber barrel, might be the way to go. If you're doing benchrest then basically get the heaviest of everything. PRS is a bit of a weird animal, you want the rifle to balance at the barricade, so the heaviest target barrel with the biggest ugliest muzzle device gets matched with an ultra-lightweight stock.
