Ruger seems to do 10/22 variants like this periodically in short runs. Blink and they're gone again, be patient and buy fast next time you see them show up.
The ruger model 1133 full stock pepper laminate is offered as a distributor exclusive gun . I have one I was lucky to snag about 15 years ago . I don't think they are all that common in Canada .
