Ruger 10/22 receiver question

I have a Ruger 10/22 target that I bought used several years ago. I haven't shot it much and decided to take it out today. It ran very rough and I decided to clean it tonight. Aluminum receiver. It appears that whatever coating is on it is coming off all on the inside. Question is, would the coating I have be from factory or from something someone else put on it afterwards. I believe it is gumming up the bolt and causing drag.

Nevermind, I searched the web and found to be a common issue. Will take a scothbrite pad and try to get rid of it on the inside of the receiver.

Personnaly I would leave the receiver alone. Just take a look on this video from GunBlue490
