Ruger 10/22 takedown adjustment ring problem.

I have a new ruger 10/22 takedown. The ratcheting adjustment ring is stuck hard
. Did a thorough search on the net didn't have much luck. Anyone with an idea? Hate sending a new rifle back for service

I tried to tighten up one that my BIL had. It was not functional, even though it moved. I gave up. A pos from my point of view.
