I just started back at school so for now it wears a world class tasco 3-9x40 and for ammo i've been hand loading 45gr of blc-2 with a 168gr SMK on top.
1.5" is one ragged hole? By modern standards a rifle should be able to put all it's rounds within an inch, anything more I wouldn't consider very good. From what I've read the Ruger Scouts don't reliably achieve this standard and likely why they get dragged over the coals on forums. They're really neat rifles, and I'd likely buy one, but by today's production standards should reliably performs much better than they do.
For scout rifle requirements are different than for regular rifles - 2 MOA or better. Scout rifle is a general purpose rifle, relatively light and short, it not intended to be super-accurate.
What ammo and scope are you using??
I need to practice some more it seems.
