Ruger Mark 3

I just purchased a mark 3 hunter I've been playing with it but cant seem to lock the action open without a magazine in. Am I doing something wrong or is it not possible to do it.

You're doing something wrong. You need to hold the lever up all the way to engage it with the bolt.
