Ruger - Mini 30 Tactical - 7.62x39 - Restricted?=> flash suppressor, 16.125" Why

Hi Folks,
Is this true?
Ruger - Mini 30 Tactical - 7.62x39 - BlkSyn Blued, flash suppressor, 16.125", restricted?
Is it because of barrel lenght?

All the other Mini 30's are non-restricted.
Correct?
What's the difference???

I like the Mini 30 SS model want to know that the difference from the Tactical model (other than it's blued).

Can anyone shed some light on this for me?

Thanks again

the barrel length is slightly too short which makes it eat babies as a hobby thus they need to keep is registered and you may not use it pretty much anywhere, this is Canadian gun control, it's effective and makes sense.
