No sir.
These are proprietary Ruger freefloat handguards.
Easy to confuse with the Midwest Industries though -- they look similar.

IRG is awesome, but can't see why anyone would want this in R'.

^^^ buy those from Brownells. They ship to Canada. I personally like the shorter and thinner Midwest Industries rails than the factory one.
