I just picked up a Ruger PC 9, and a Leupold VX-Freedom 1.5-4×20, and am wondering if rings designed for a Weaver type base will fit a Picatinny rail, or do I need to buy Picatinny specific rings ? It's a bit confusing.

Yep any weaver rings will fit picatinny rail.
You'll want the lowest possible rings. Higher the rings, the more of a chin-weld you will have, or you'll have to build up a cheek riser on the stock. Even with a pistol red dot on mine, I had to build up a cheek riser.
I am in same situation. Just bought a Bushnell scope for my Ruger, looking for the rings. The gun has iron sights. If I chose the lowest rings, will they interfere with the iron sights?
