I loosen mine to correct the timing. Use a wrench on the jam nut and a big screw driver into the muzzle brake (wrap screw driver with leather to prevent damage to brake). Turn jam nut clockwise and muzzle brake counter clockwise at the same time. It should loosen with moderate effort.
I find that brakes have to be oriented to 1:00 o'clock to stop rifle jumping to the right on recoil.
Maybe it is supposed to be tilted?
