Don't know if I'm suffering from "Swiss cheese" brain or not but vaugely recall reading that "new" barrels on refurbs are bright metal crowns without bluing.
Most sks's were used before, then refurbed in Russian, kept in storage for a long time then sold to North America. No Russian sks is new. They are Very Good condition.
Most have a chrome lined barrel which results in a bright crown. Older SKSs might have been rebarrelled with a chrome lined as well. Or, either type could get BBQ paint and be black.

Well, the front sight base/bayo lug heve been likely assembled off set so the front sight was adjusted to compensate, not unusual for military rifle. SKS are mass produced, they put the rifle together and adjust everything as needed. You will see how the sks shoot, if shoot straight you will be good.
