S&B PMll MTC turret issue

My rifle is zeroed and when I turn the elevation turret up into the 2nd rev the turret stops at 19 mil and wont allow me to continue to 26mil. How do I fix this?

A base with more cant. The base should be sloped half of your total internal adjustment as a general rule.

If the scope has 26mil total adjustment , and you need 7up to zero it. Of course it's not going to turn to 26 on the turret
