For the small hand the stock with open backstrap will work better.
You may even try the magna stock with the grip adapter.
Bigger hand or hand with long fingers may be served better with the target stock or the grips with the closed (not exposed) backstrap.
Target grips however are not well suited for any fast job with the revolver.
For fast, competition style shooting You may give a try to Miculek style grips or (probably even better) Jordan style grips.

IMHO it is a sin to put rubber on a Smith, but that's just me. All of mine wear magnas or targets, and a couple have Tyler T-grips.
 
Pachmayr just Don't look right to me. They work good, but don't look the part. Hogue's look just as goofy, maybe even more so, but feel way better to me. In the end, I use the magnas with a Tyler t grip, and that feels just right
 
I have Herrett's Roper grips on my K-38:

These are similar to the S&W target stock, but slimmer.
 
My Model 28 is currently wearing a set of grips that came with no name but look VERY similar to those Herret's Roper grips. And if they are the same thing then I concur with the excellence of the fit. Nice and "full" up around the neck where my bigger hands need it yet narrower around the base than the S&W target grips so my pinky doesn't feel like it's been pushed out of the way.

Now that I have a good idea of the brand I'm after I'm going to hunt down a set to try on my various K frame guns.
 
How the grips fit each of our hands counts for a lot. For me I find that Pachmayer grips are too long front to back and too skinny side to side. So my contact pressure is high on the front and back straps but I get only a little supportive grip pressure on the sides of the grips. This results in a less than ideal steadiness in my aim for action shooting. And with my big bore magnums it means the back strap drives itself into my hand more harshly.

For me the rubber grip option of choice is the Hogue. They allow me a far more even pressure all around the grips. I don't feel like I've got four hard lines at the "corners" like I do with the Pachmayers.

But it's all about what fits out hands. It's very much a case of YMMV and you need to try out all the options to find what works. The key is knowing what to look and feel for with a set of grips.
