I've been forgetting to post this for a while. Right under the cylinder on the frame there is "A.P.P.Q.". Does anyone know what this means?

Its probly the Association des Policieres et Policiers provincaux du Quebec ( A.P.P.Q.) it might have been giving as a award to a member of the Association if this helps...
