It looks like it was made by and end mill. There are concentric swirls on it. A fracture would not have that and would not be so flat like that is. That's most likely were the extractor goes to pull the casing out of the chamber. With out that notch it wouldnt be able to do that

Its normal, my IRG's non restricted converted has a cut in it too. It might be for the extractor clearance Im not sure.

Normal. Had a restricted Scorpion last year bought new and that's how it looked out of the box.
