what's the theory behind the belt on the scope? wouldn't that interfere with PoA, etc as it shifts during the guns use and movement?

The strap is loose and just allows a "hands free" bag for speed when changing positions or approaching a stage. When the rifle sits on the bag the strap goes slack

It is to have an extra 2 rounds ready when the mag is empty, a feeding problem or magazine issue; sometimes a on a 12 round stage it is faster than a mag change
