10ml uses primed modules for ignition and the 10ml 11 uses 209 primers. The modules are not available any longer and they were notorious for leaking and gas cutting which is why Savage went to the second version. Also the 10ml wasn't available in a stainless version where the 10ml 11 was.
Yes they were both designed for smokeless application.
