If I order the Tac 21 do i need to use the rail on my Savage Tac 21? And can I order it without a buffer tube and stock? I have a spare stock and buffer tube.

You don't need an additional rail as the Tac21 chassis has an integrated one.
You can order the chassis without anything else.
