I have a savage 11 in .223 which shoots decent groups but I am trying to do something to tighten up the groups a little bit on a budget

the rifle is as it came from savage with their cheap plastic stock and weaver scope. I am panning on upgrading the scope soon but i wondered what else i could do.
would bedding the action have much of an effect or would the stock just be to flimsy for it to do much?

Bedding would help, but I can't comment about your question of the stock.

You could make sure the barrel is free floated.

You could add a rifle basix trigger for about 90$.

Those are the low cost things that come to my mind.

Check out MDTs chassis. I'm thinking of throwing my savage 11 in one of there MDT LSS XL chassis. They claim that it increases your accuracy by 21%. But they are probably out of your price range depending on your budget. You can also bed your rifle yourself. Also a good scope with a one piece rail can improve your accuracy a bit.

Try bedding it with aluminum arrow shafts inserted into the fore end. Should stiffen it up and give you practice bedding.

At worst, your out a $25 rifle stock, some bedding compound and a couple old broken arrows.

Bed the barrel nut and recoil lug area using JB weld. Will stick nicely to the plastic. View stress free bedding techniques in the posts on this forum or elsewhere. Remember to rough area up a bit using 80grit or such. Use shoe polish as release agent. Fill barrel nut lugs and voids with plumbers putty to ensure no lock up with the JB.
As noted, reloading will make a world of difference for your buck.
A good trigger upgrade will as well. The accutrigger is not all that bad, the more you use it the more framiliar you will get with it. Try dialing it down from the factory setting if you have one. If it is the stock non adjustable, look into a timney trigger upgrade.
Finally, and perhaps foremost is good optics. You can only hit what you can see and if you are looking for smaller groups...improved optics along with good hand loads is necessary. Look into 15 power and up.
In that rifle you should be looking at 0.75 or better at 100m. Not unrealistic to see 0.5 from time to time. The 9 twist barrel will manage up to 70 gr loads so do not be afraid to try some better bullets as well. Had good luck with 60gr Hornady SPs and 69gr sierras in this rifle combo. You may as well.
Elky....

I have some devcon already so I'll probably give bedding a try, along with stiffening up the fore end i guess it cant make it any worse. I just started loading my own ammo and working on figuring out what the rifle likes most. I'm getting about 0.8 inch groups now at 100 yards. Id say I'll upgrade the scope first and see what that dose for me.

Keep the Weaver.

If your rifle does not have the Accu-trigger, seriously consider a Rifle Basix or a Timney.

For loading your own Ammo, consider running a five shot OCW test.

i only got a chance to try out a couple loads so I definatley need to do a bit of load development

Just Google it, there are some great articles written about it. Also check out the "Audette Ladder Test"

Right after reloading I would put a new trigger up there as the most bang for your buck when it comes to accuracy.

Of course a bedding job is cheap when you do it yourself and a good learning project.

Also consider a raised cheek piece for the comb of the stock, a real consistent cheek weld is all a part of accuracy. I just installed a Tac-Pro cheek riser on my Savage for that purpose.

Mine has the tupperware stock so next I need to stiffen the forestock area

I have the same rifle and shooting winnie white box I can get a 100 yd 5 shot group off the bench you can cover with a quarter. Other factory ammo not so great just about an inch or more. Working up some handloads and looking forward to my next range trip. YOu probably just need to experiment with different ammo that is unless you just want to spend money on cool new accessories :)

I have a model 11 it used to be 22-250. Never shot it though now wears a savage accustock, shilen 6x45 barrel, glades bolt handle, egw rail, timney trigger, and vortex viper hslr. It is very accurate. That is one way to make a model 11 accurate

consistent 0.8 groups at 100 and not satisfied? I wish I had that problem.

Squeezing those last few millimeters out of a group are gonna be tough. Good luck, but I think it will be a case of "is the juice being worth the squeeze."

Prob to much because of our dollar now but maybe EE your never know . Ive had the Sav 11 .308 for almost 20 years as my deer rifle . I put on a boyds pro varmint ordered with their thick recoil pad . ebay bedding kit . DNZ mount ($60) Trigger was always nice on mine .
Tightened up groups considerably.
