The package rifles WERE around $400, feature the basic trigger (ok for hunting, not so good for target shooting as it is heavy, easily swapped out), basic plastic stock and the wonderful center feed det mag.
If I was building a rifle that I wanted a light trigger pull with AND a great det mag, I would start with the package rifle and swap in a different trigger. Pitch the scope and rings but you can certainly keep the bases.
If all I wanted was a great hunting trigger around 2.5lbs AND wanted the det mag, I would start with a Savage. Pretty much the same costs when you factor in a new trigger but the Savage's come with more alloy parts. Plus I feel the Accutrigger is one of the safest triggers I could hunt with.
Once bedded and loaded with ammo it likes, I don't see why it would not shoot sub MOA. You might get lucky and get a tackdriver too.
