Savage 1899 Rotor Question

The bottom rotor is marked for "22" and shows the round count on it as well.
The top rotor is without markings and is a little different configuration.
Can you tell me what the top rotor is for ??

Im gonna suggest home /shop built replacement for someone that wildcatted a 99 into something odd...so could be a crapshoot to find actual case it was built for.

I never thought of that as I have two of them. One is shiny and the other has quite a bit of patina. Figured it might have been aftermarket, but now you have me wondering ☺
