Savage 22WMR Open Sight Issue

I bought a Savage 93 in 22 Mag and would like to keep it with the open sights from the factory. Problem is, It is firing 4" high at 25 and 100 yards. I have the rear sight moved down as far as it can go so I'm not sure what else to do. I've tried Winchester 40gr JHPs and CCI Maxi Mag 40gr JHPs with the same result.
