What's hard to find? The guns, the ammo and ammo components are all over the place.
I have found IMR 3031 powder to be promising with 100gr bullets, haven't quite settled on a charge, though.

You don't give nearly enough information.
All of the early rifles chambered in this cartridge were labled with its original designation, 250-3000.
To my knowledge, all of these early rifles had 1-14 twist rates in their bores and wouldn't stabilize bullets heavier than 100 grain flat base. Some will only stabilize 95 grain or less.
You also don't mention wether or not your looking for factory loads or hand loading information.
For good safe specs to hand load with, Google is your friend. It will direct you to a site or sites that have tested information that will be safe in your particular rifle and once you determine the twist rate, a proper bullet.
That's because you're in an out of the way part of the world where the rifles are still common and you have someone in the store that just might possibly own one.
Even most gunshops don't carry a decent supply of them.
There does seem to be a fair supply of components around for reloaders though.
There is almost always factory 250-3000 ammo in stores that I have visited. Keep an eye out for it, as I have a soft spot for the little engine that can.
Even here in Yukon, there is 100 gr factory ammo in The Sportslodge for all the bear and moose hunters, and 87 gr for the sheep and caribou guys.
It is quite an amazing little cartridge that will not disappoint you on deer or bear with 100 gr bullets at over 2900 fps, which is easy to reach with careful loading. Even factory 100 gr loads, which run around 2750 out of 22" barrels kill far better than one would expect!

This is quite important. Most of us here know about the 1:14 and 1:10 twist differences in the Savage 99 rifles, but it is more important to understand that is is the length of the bullet, not so much the weight, that is critical.
A 100 gr round nose will shoot fine in a 1:14 barrel, while a 100 gr spitzer will not.
Savage changed the twist rate in the 250-3000 Model 99 around 1961. All have been 1:10 twist since then.

i am on vancouver island , the black tail here arent huge a large one would be 180 lbs , the gun i have is a savage 250-3000 model 99 lever with ser number 397 ###, it also has a push button that releases the fore stock and the barrell has a arrow saying off , maybe a breakdown model ? so i would like to find 100 gr factory but if i cant i would buy the dies and gear to reload , had never even heard of this calibre until i inherited it , and would like to try it out a few times
You will want to find some 87 grain loads for that take-down you inherited. 100 grain bullets may work but your rifle was really designed for the lighter bullets which will be more than enough medicine for your island blacktails. In truth the 87 grain bullets will also work on 350 pound interior mule deer
