I just picked up a 99 made in 1960, what would be the best scope of the when this was new

One of the older steel tubes Weavers would look appropriate. I have a couple on mine. Both are fixed 4 x.

Top one is the infamous M8 4X
Bottom is a Bushnell VI.
Not sure of the power.
4X maybe.

Nostalgia/looks , tough to beat the Stith scope
Functionality, I have a Ziess on mine and the clarity is exceptional
