Is that a side and rear charging handle pictured on the bottom rifle ?

Something is there, not sure what or why.

They are equipped with custom-forged uppers and lowers for a unique look, and adjustable gas blocks for fine-tuning if shooting suppressed. Additionally, the MSR 10 Long Range is equipped with a side charging handle.

Both the MSR 10 Hunter and MSR 10 Long Range feature a compact AR-10 design that feels and handles more like an AR-15. Savage tailored barrel length to caliber and purpose. The .308 Win. version of the MSR 10 Hunter sports a 16 1/8-inch barrel (and weighs just 7.5 pounds), while the 6.5 Creedmoor Hunter carries an 18-inch barrel. MSR 10 Long Range barrel lengths are 20 inches for the 308 Win. and 22 inches for the 6.5 Creedmoor.
 
Why not enter a saturated and competitive market. SHOT had something 27 different AR manufacturers last year.
 
Isnt it the AR lower that is the restricted part? So even a side charging upper with 20"barrel with a standard AR lower would still be restricted, right?
 
Im also trying to figure out the side and top charging handle too. I first saw it on Savage's facebook. I asked if I was seeing two charging handles or if I was seeing things. I guess Im not the only one to see this. Savage has still not replied to my comment.
 
Well that's just stupidity two charging handle, why not 2 triggers while your at it? One conventional trigger and one on tye handgard for your supporting hand lol.
