HI Squirrel - Yep, this is a very common problem, ESPECIALLY with Savage Mark II's, and ESPECIALLY with CCI ammo with wax lube.
A couple of things to try.
First, you can contact Savage customer service, they are usually excellent at sending out replacement extractor-cartridge guide-Cclip packages, as they know its very common. If the rifle is fairly new, they will send them for free.
Second option - you can try putting a SECOND C-clip over the first to give the extractor more grab.
Third, some folks sharpen up the extractor for more grab. (Plenty of YouTube vids about these options).
As jhvan mentions, some people do deepen the ejector cut in the barrel. If the rifle is newer, maybe leave this option last. It may be the best solution (newer Savage B models have a completely conical area around the chamber, so apparently don't get this issue very often), but it's a one-and-done step. May make it a bit harder if you want to sell your rifle at some point.
I think most Savage owners resign themselves to occasionally playing with and/or replacing the extractor and c-clip spring.
