Bought a savage mk2 that came with a weaver base scope.
I would like to get a pic rail to use a falcon menace I bought for my rem700

I believe range maxes out to 325m
will a 0 moa base get me there?
 
According to the ballistics charts stickied at the top of this forum, standard velocity .22LR (ie - target ammo) has 163.5" of drop at 300yds. That translates to around 54MOA. Does your scope have enough elevation to get there from zero? If not then you need a canted rail.

total elevation 18 mrad so 61 moa

0 moa should be fine I think.

Your total elevation will be from full deflection on one side to full deflection on the other side, leaving you with 61/2 = 30.5MOA each way from center. Adding a 20MOA rail will still leave you a bit short. If you have mildots you can use those to add the extra elevation, or will have to hold a touch high and eyeball it.

Instead of going the base route, you could add Burris Signature Zee rings with offset inserts. 1" version can yield 30MOA, 30mm version will give 20MOA.

I was about to grab some FIOCCHI Shooting Dynamics Ammo 22 Long Rifle 40 Grain CP RN shoots 1246 fps but read the sound barrier is 1130 @ sea level.
For 75m + I should be looking for the best subsonic that my riffle will shoot?
 
Shoot the least expensive you can find until you get okay groups at 100 yards, then get better ammo and try further. My thoughts....

Standard/sub-sonic rounds are your best bet for accuracy, period. As bullets transcend the sound barrier they destabilize and lose accuracy. So yes, inside 75m, supersonic should be fine, but you will likely find that sub-sonics give you the best accuracy at all distances.
 
I was mistaken range only goes to 225yards. Think I'm far from shooting even that.
what is an "ok" group at 100m off a bipod/bag
went with Fed champ HV as it was the cheapest I could find and out shoots me. I liked how I only had only 2 duds of 500 as apposed to the winchester super x 1/15 duds.

I did look into the zee rings, think a base will be more economical if i can find one
