My friend has this Savage Ranger 12 gauge. Serial # puts it around the year 1900 he said.

Anyway, when you shoot, you need to activate the slide release button to reload. Can't just pump and shoot. It's got a funny little locking lug on the top of the shotgun, I wouldn't be surprised if somethign is sticking there. Any ideas? I've never encountered this shotgun before.

Wouldn't be surprised if this shotgun has never been disassembled for cleaning. Take it apart completely and clean it thoroughly then oil it.
 
Sounds like you have a problem with the inertia slide release.Depending on the year of manufacture it will be a locking bar that runs in a groove or a spring.You can test function without firing by bumping the butt pad down onto a piece of carpet.
