I was at the range today and saw a colt spoter ar15 20" no bayolug
BUT it had the autosear hole drilled and its auged outinside but has a "block" installed there with COLT stamped on it ive never seen a lower like this is this common? why would they bother to drill the auto sear hole?
 
The lower reciever you are desribing sounds like it's NFA in the US, and in most cases, a good candidate for either 12(2) or contraban up here.

Playing Devil's advocate,

(If) Colt made the gun with the auto sear hole drilled and the relief cut, BUT never installed the autosear at the factory, and perhaps installed some type of filler block,

(AND) the gun was imported to Canada in that condition and not altered afterwords, (THEN) it might be completely legal.

However, I'm sceptical.
 
This is NOT an auto sear hole, it is a larger hole with a hardened peice of metal that is a BIOTCH to remove, this a typical neutered Colt sporter, certainly not a candidate for any OIC, even if had a sear hole it does not mean anything, the 634 series had the sear hole in place.
