I have an older Vanguard, but I used Burris single dovetail bases when I set it up, with Burris Signature rings. No issues whatsoever.
Vanguards, as a rule, use the same bases as Remington 700s.
Were it my rifle, I'd use Signature rings for Weaver bases, and pick up 5 and 10 offset inserts. Install on front ring with + on the bottom and - on top, or reverse this for the rear ring. 5 should do it, 10 if need be. Before setting the scope in place, be sure to zero it by turning both elevation and windage dials one way to end, then count turns to opposite end, then return by half. Should solve your problem.

Merely compensating by dialing one way or other can really screw up lens alignment within the scope, and thus parallax!
Not to mention, will automatically correct any misalignment issues, and protect your expensive scope from ghastly ring marks, or worse, from crush. And no lapping required!
(...and hell will freeze over first before I'd ever use shims on my rifles!)
