Scope Elevation Maxed Out - Bushnell 8x Fixed + Mauser 96

Rifle was shooting fine with a 3-9x42mm Prostaff and Medium Rings (weaver 49071) before.

I am not using low rings (weaver 49030) and a Bushnell ProChief 8x Target Scope.

Rifle is shooting ragged holes at 50yards with this scope now. Shoot it quite a bit today and it's holding adjustment fine and nothing seems to be obviously wrong with the scope)

But it's WAY low. At 25yards, it's shooting 5in low with the elevation maxed out. Windage is dead on with windage adjustment centered. (was quite surprised, soo I doubt the holes are buggered up.

Any ideas ?

It's hard to tell but is the front bell making contact with the ring base or barrel ?

No there's 1/4inch of clearance.

Just measured both rings with my micrometer and they measure the same thickness.
